Tuesday  9 December  2014 / Hour 1, Block C: Ed Lazear, Hoover, in re: An Immigration Game Plan for the New Congress   Washington tonight's announces funding through February 15; in WSH Opinion Page, propose GOP's positions on reform.    1. Green card on basis of occupations and industries. Awe need to think about the kind of immigrants who bring he skills we need; decide according to data. Markets respond to demand and supply; when demand is high, wages rise.  Info svcs. pipeline services, others, had wages rise in the last eight years.  (LK: Restrictionists argue that any increased immigration will depress wages; in fact, not. truth is, we need population growth to keep the economy going.  EL:  Complements and substitutes.  Immigrants are mostly complements – same as bringing in capital makes labor more productive.  See: Journal of Economic Assn. LK:  H1A & H1B  - Silicon Valley wants to double professional visas from 65K to 160K.  Stupid for us to have foreign students graduate from MIT and then force them to go home! .  EL:  We're kicking out stars.  2. New class of visa that has a fee: people her undocumented mostly arrived/stayed illegally. What to do?  Could deport them, or of those whose who’ve been here a long time, we can essentially fine them: a fee on their visa for every year they stay – a "Z" visa – it'd cost them a few hundred dollars every year they stay. 3. Employer-based incentives: when people arrive, can cross border illegally or come in legally and overstay.  About half here have simply overstayed.  Ergo, when an employer hires anyone, has to check the legal status of the employee with the federal govt. LK: e-verify?  EL:  Doesn’t work very well; easy fraud, need to beef that up.  Better than bldg a 50-foot fence across the whole southern border.  Always have a problem with govt points or simulated prices – it gets political; so I wanted to anchor it in hard facts.
